Prohibits the removal, renaming, alteration, or relocation of statues, monuments, memorials, nameplates, plaques, schools, streets, bridges, buildings, parks, preserves, or reserves located on public property that honor historical figures or events

Protected categories include: West Virginia military history, industrial development and labor movement history (including mining disasters and mine wars), African-American and women's civil rights struggles, and Native American history

Defines "public property" as property owned or leased by the state, counties, municipalities, or any political subdivision created by the Legislature

Requires any protected item or structure disturbed for maintenance, repair, or restoration to be replaced or restored within 30 days

Exempts items under Department of Transportation control that may interfere with construction, maintenance, or operation of public transportation systems, though the department must strive to preserve such items to the greatest extent possible
