Removes the prohibition that prevented the Parks and Recreation Section of the Division of Natural Resources from establishing additional ATV, ORV, or UTV trail systems within state parks and state forests

Currently, only the Cabwaylingo State Forest Trail System exists as an authorized ATV/ORV/UTV trail system in state parks and forests

Eliminates language that previously limited the Director's authority to only approving connector trails from private systems (like Hatfield-McCoy trails) for access to park facilities and lodging

Retains the Director of Natural Resources' authority to promulgate emergency and legislative rules necessary to implement trail system provisions
