Prohibits mass picketing that hinders lawful work or employment, obstructs workplace entrances/exits, or blocks public roads, streets, highways, railways, and airports

Bans all picketing at private residences by any means or methods

Allows employers or affected parties to seek injunctive relief in circuit court without demonstrating irreparable harm; prevailing plaintiffs are awarded court costs and attorney fees

Imposes civil fines of $1,000 per day for individuals who violate the act after being previously enjoined, and $10,000 per day for unions or labor organizations that continue sponsoring prohibited activity

Exempts picketing protected under the U.S. Constitution or West Virginia Constitution from these restrictions
