Mandates hospitals disclose all discount contracts with third-party payers, facility fee calculations, uncompensated care amounts, charity care breakdowns, and any charges or fees exceeding $150,000

Requires the Public Employees Insurance Agency and Bureau for Medical Services to provide the Health Care Authority with their rates by procedure code on a hospital-by-hospital basis, starting July 1, 2026

Imposes a penalty of $1,000 per day for hospitals that fail to comply with reporting requirements after receiving a 10-day notice of non-compliance

Takes effect July 1, 2026, with the Health Care Authority required to develop rules for implementation and submit annual reports to the Governor and Legislature by December 31 each year
