Local fiscal bodies may enter into multi-year contracts up to 5 years if the contract includes a cancellation clause allowing termination with 30 days notice to the vendor

Technology licensing service agreements may extend up to 10 years with the same 30-day cancellation clause requirement

All multi-year contracts must be justified with documentation showing material fiscal savings to the local fiscal body

Local fiscal bodies remain prohibited from expending money in unauthorized manners, for unauthorized purposes, or in excess of allocated funds or available current expenses

A casual deficit not exceeding 3% of the approved levy estimate is permitted without penalty, provided it is satisfied in the following fiscal year's levy estimate
