Terminates the Design-Build Board effective July 1, 2025, while allowing agencies to complete any design-build projects approved by the board prior to termination

Transfers oversight authority for design-build procurement compliance from the Design-Build Board to the Secretary of the Department of Administration

Removes the requirement for Board approval before agencies can proceed with design-build contracts, instead requiring only that agencies determine such contracts are in the public's best interest

Allows agencies to proceed with the selection process when fewer than three proposals or qualified design-builders are received, with approval from the Secretary of Administration rather than the Board

Makes conforming amendments throughout the Design-Build Procurement Act to remove references to the terminated Board and its duties
