Amends the membership rules for the 14-member Legislative Oversight Commission on Department of Transportation Accountability (7 Senate appointees, 7 House appointees)

Maintains the existing requirement that no more than 4 of the 7 members appointed from each chamber may be from the same political party

Adds a new provision allowing majority party members to fill minority party seats if a chamber has fewer than 3 minority party members

Preserves existing structure including co-chairs (Senate Transportation and Infrastructure Committee chair and House Roads and Transportation Committee chair) and ex officio nonvoting membership for the President of the Senate and Speaker of the House
