Creates the West Virginia Farm Equipment Repair Pilot Program allowing the Commissioner of Agriculture to authorize up to five pilot programs statewide when career and technical education centers, comprehensive high schools, or community and technical colleges identify a need

Establishes partnerships between educational institutions and farm equipment manufacturers/dealerships to train instructors and students in localized farm equipment repair, addressing difficulties farmers face when equipment fails and repairs require specialized tools not locally available

Allows programs to be structured as community partnerships with strategic implementation plans, memorandums of understanding, and agreements between participating government entities, educational institutions, and businesses

Protects proprietary information by explicitly prohibiting requirements for repair providers and businesses to disclose proprietary training, tools, or software as a condition of participation

Requires the Commissioner of Agriculture, in collaboration with the West Virginia Board of Education and Higher Education Policy Commission, to propose legislative rules for program implementation and administration
