Increases the percentage of real property transfer excise tax allocated to the county clerk for election administration, infrastructure, and security from 5% to 10% beginning July 1, 2025

Increases the percentage allocated to the county clerk for other purposes (including electronic recording compliance) from 5% to 10% beginning July 1, 2025

Reduces the percentage deposited into the county general fund from 90% to 80% beginning July 1, 2025

Authorizes the county clerk to transfer money between the designated accounts with approval from the county commission
