Requires the Ethics Commission to develop a searchable electronic lobbyist registration and reporting system by December 31, 2025, allowing online registration, report filing, and public searches of lobbyist information

Increases lobbyist registration fees from $100 to $250 base fee plus $250 per employer represented, and expands reporting from three to six times per year with more detailed expenditure disclosures

Prohibits lobbyists from entering contingent fee arrangements based on lobbying success and bars lobbyists from making or soliciting political campaign contributions to state or local officials, candidates, or political committees

Extends the post-employment lobbying ban to one year for legislators, executive department members, department secretaries, and certain professional staff, and increases document retention requirements from two to five years

Mandates lobbyists wear visible identification badges on capitol grounds, requires completion of commission training, and authorizes three-year lobbying bans for repeat violations of registration and reporting requirements
