Authorizes creation of alternative high-risk population public charter schools, requiring at least 70% of enrolled students to be high-risk, including expelled students, foster youth, homeless youth, recovered dropouts, habitually truant students, and those who are credit deficient

Allows higher education institutions to apply to establish virtual or on-campus public charter microschools and permits any public charter school to partner with learning pods and microschools to provide instruction

Permits public charter school governing board members to be removed by a vote of the governing board, and allows schools to submit proposed amendments to their applications to authorizers at any time

Clarifies that public charter schools may charge tuition for part-time Hope Scholarship enrollment or student activity fees, and authorizes schools to employ personnel or contract with entities to manage retirement system and insurance plan participation

Allows public charter school teachers to proctor state assessments regardless of certification or licensure status, and makes the student's county of residence responsible for tracking students who withdraw from charter schools and return to public schools
