Authorizes the Lottery Commission to transfer up to $9 million annually to the Licensed Racetrack Modernization Fund from net terminal income

Reduces by 100% certain distributions from racetrack video lottery net terminal income and excess net terminal income, redirecting those funds to the State Excess Lottery Revenue Fund

Redirects 100% of certain adjusted gross receipts from lottery racetrack table games to the State Excess Lottery Revenue Fund instead of their originally designated purposes

Requires debt service payments from the State Excess Lottery Fund to be paid first before any other appropriations, with remaining distributions paid on a pro rata basis

Allows the Governor to redirect lottery revenues to the General Revenue Fund during budget shortfalls exceeding $100 million, and permits redirection of funds once the Workers' Compensation Old Fund unfunded liability is fully paid
