Public Service Commission members would be elected statewide on nonpartisan ballots during primary elections rather than appointed by the Governor with Senate confirmation

Terms of all currently appointed commissioners would expire on December 31, 2026, with elected commissioners taking office January 1, 2027

Initial 2026 election would establish staggered terms by electing three commissioners to two-year, four-year, and six-year terms respectively; subsequent elections would be for full six-year terms

Removes requirement that at least one commissioner be a licensed attorney with 10 years of legal experience and eliminates the rule limiting commissioners from the same political party to two

Governor retains authority to fill vacancies by appointment for the remainder of unexpired terms; the commission rather than the Governor would designate its own chairman
