Creates the "Outdoor West Virginians with Disabilities Act" establishing requirements for managing road access on State Forest System land and land under the Division of Natural Resources jurisdiction

Defines "disability-accessible land" as each square mile of state public land with at least 2.5 miles of authorized roads accessible to motorized or off-road vehicles

Prohibits closing roads on disability-accessible land if doing so would reduce motorized vehicle access below the 2.5-mile threshold, unless the road poses a direct health/safety threat or was established temporarily

Requires directors to consider reopening roads closed within the past 10 years on land not meeting disability-accessible standards, and establishes a rebuttable presumption that roads remain open for public use

Mandates public notice, comment periods, and hearings for road closures, and requires establishing new roads within one year of any closure to maintain access levels
