Prohibits vape and smoke shops from being located within 5,280 feet (one mile) of schools, daycares, colleges, parks, libraries, churches, government buildings, residences, establishments serving alcohol, or other vape/smoke shops

Restricts signage to one flat wall-mounted sign per shop, maximum 30 square feet, with no off-premises advertising, animated lights, portable signs, or displays of merchandise or marijuana imagery visible from public areas

Requires county health departments to administer permits, conduct inspections, and process applications within 10 working days, with each county setting its own fee schedule

Allows existing vape/smoke shops operating before the effective date to continue but prohibits expansion; abandoned shops (closed 30+ days) must comply with new requirements to reopen

Establishes fines of $100-$500 per day for violations, with appeals processed through the county health department and ultimately to circuit court via writ of certiorari
