Establishes the Joel Archer Substance Abuse Intervention Act allowing a spouse or qualifying family member to petition for involuntary treatment of a dependent or spouse suffering from substance use disorder who presents an imminent threat of danger to self, family, or others

Permits court-ordered involuntary treatment for up to 60 consecutive days when the respondent meets criteria including having a substance use disorder, presenting danger, and being able to benefit from treatment

Requires the petitioner filing for involuntary treatment to guarantee payment of all treatment costs or demonstrate qualification for state or federal assistance to cover expenses

Mandates examination by two qualified health professionals (at least one physician with substance abuse experience) within 24 hours before the hearing, with a court hearing scheduled within 14 calendar days of petition filing

Authorizes emergency 72-hour involuntary hospitalization when clear and convincing evidence shows imminent threat of danger, with respondents prohibited from being held in jail pending transport unless previously found in contempt of court
