Allows Local School Improvement Councils (LSICs) to apply directly to the School Building Authority for funding to address deferred maintenance at their schools, bypassing the county board

LSICs may only submit independent applications when the deferred maintenance cost exceeds 25% of the School Building Authority's estimated cost to replace the facility

Requires the LSIC to determine that the local education authority has not taken sufficient action to address the facility's needs before submitting an independent funding application
