Expands power purchase agreement (PPA) eligibility from solar photovoltaic facilities only to all "on-site energy facilities" located on a retail customer's premises

Imposes new requirements on public entities entering PPAs: must guarantee a lower total cost per kilowatt-hour than the public utility rate for each year of the agreement, limits contract duration to five years (renewable), and requires on-site battery storage capable of providing 48 hours of backup power

Requires third-party meter inspections for public entity PPAs at the start of the agreement and every three years thereafter, with usage and cost findings reported to the customer

Maintains existing caps on PPAs and net metering: aggregate cannot exceed 3% of utility's customer peak demand, with individual limits of 50kW for residential, 1,000kW for commercial, and 2,000kW for industrial customers

Makes technical and clarifying amendments to Public Service Commission jurisdiction language throughout the existing statute
