Establishes a Troops-to-Teachers Program in West Virginia to recruit honorably discharged military veterans to become public school teachers, with veterans receiving hiring preference under existing state law

Allows veterans to obtain professional teaching certificates if they hold a bachelor's degree related to the teaching position, pass required basic skills and subject matter tests, and complete a criminal history check

Exempts qualifying veterans from all other teacher certification requirements beyond the degree, testing, and background check, streamlining their path to the classroom

Requires the State Board of Education to conduct periodic reviews of professional development requirements for teachers every five years, beginning with the 2024-2025 school year, to minimize mandatory training and allow teachers to focus on classroom instruction

Takes effect July 11, 2025 (90 days after passage on April 12, 2025)
