Defines discrimination to include refusing services, ending business relationships, or terminating contracts with firearm manufacturers, distributors, retailers, shooting ranges, or trade associations solely due to their firearms-related status

Allows firearm entities and trade associations to bring civil lawsuits against discriminating financial institutions, with potential awards including actual damages, punitive damages, injunctive relief, and attorney fees

Requires the Attorney General to submit names of violating financial institutions to the Governor and request termination of state business relationships with those institutions

Provides exceptions for sole-source providers, decisions based on traditional business reasons, regulatory compliance, and financial institutions with written non-discrimination policies regarding firearm entities
