Adds a new $1,000,000 appropriation line item for "Directed Transfer" to the Department of Commerce - Office of the Secretary budget for fiscal year 2025

The $1,000,000 directed transfer must be sent to the Marketing and Communications Operating Fund (fund 3002)

Increases the total General Revenue appropriation for the Office of the Secretary from $1,977,755 to $2,977,755

Reappropriates any unexpended balance from the Jobs for WV Graduates - Surplus program from fiscal year 2024 for use in fiscal year 2025

Draws from the unappropriated surplus balance in the State Fund, General Revenue, as identified in the Governor's budget document submitted February 12, 2025
