Defines "maintenance vehicle" as any vehicle used by the state, political subdivisions, or public service companies for maintaining public highways, bridges, and related facilities

Expands the existing "move over" law to require drivers to slow down and change lanes when approaching stationary maintenance vehicles displaying amber, yellow, or green warning lights

Extends the same protections to any stationary disabled vehicle displaying warning signals such as emergency flashers, flares, or retroreflective signals

Maintains existing penalties for violations: up to $500 fine and/or 60 days jail, with additional license suspensions of 90 days for property damage, 6 months for injuries, or 2 years for causing death

Imposes enhanced penalties of $1,000-$5,000 fine and/or up to 6 months jail for violations committed while also driving under the influence
