Exempts new hires and promoted employees in five state agencies from the classified civil service system and state grievance procedures effective July 1, 2025: Bureau of Senior Services, Department of Administration, Department of Environmental Protection, Department of Revenue, and Department of Veterans Affairs

Current employees retain their classified civil service status and grievance rights only as long as they remain in their current position; any promotion or transfer within these departments results in loss of those protections

Department secretaries may designate certain positions to retain classified status when required for compliance with federal law, regulations, or funding requirements

Governor-appointed positions are not affected by these changes

Prohibitions against nepotism, favoritism, discrimination, and unethical practices in employment decisions remain in effect for these departments
