Creates the West Virginia Public Waterway Access Act requiring public access points to rivers and streams at bridge crossings for recreational purposes such as fishing, boating, and swimming

Mandates that whenever a new public bridge is constructed or an existing one is replaced or substantially repaired, an access point to the waterway must be included on state right-of-way if safe, practical, and reasonable

Defines "public bridge" as any bridge maintained with public funds that crosses a navigable river or stream

Requires the Department of Transportation and Department of Natural Resources to jointly develop implementation guidelines, including standards for access point design, location, and approved fence features
