Requires the Secretary of State to establish, acquire, or approve an absentee ballot tracking system accessible to the public via website or mobile application

Tracking system must display key dates including when the ballot application was received, accepted or denied, when the ballot was mailed to the voter, and when the completed ballot was received back

If a ballot application or return envelope is rejected, the system must provide the reason for rejection, instructions for curing the defect, and the deadline for correction

Voters may opt in to receive email notifications about the status of their absentee ballot at each stage of the process

Voter email addresses provided for ballot tracking notifications are classified as confidential and exempt from public disclosure under West Virginia's Freedom of Information Act
