Transforms the West Virginia Secondary School Activities Commission from a nonprofit corporation into a state agency effective July 1, 2025, with its funds designated as public funds subject to annual audit by the State Auditor

Requires the Executive Director to be appointed by the Governor with Senate confirmation, with authority to investigate and decide all rule violations and disputes, appealable only to the Intermediate Court of Appeals

Changes commission membership from school principals to athletic directors (or their representatives) and extends membership eligibility to public charter schools

Mandates commission rules include a school classification system based on a competitive balance formula that accounts for student transfers and other factors

Allows organized groups of homeschool students, Hope Scholarship participants, and microschool/learning pod students to participate in commission-governed extracurricular activities and removes the standardized testing requirement for individual homeschool student eligibility
