Prohibits homeowners associations from enforcing covenants that unreasonably restrict personal gardens (including container plants) or ownership of up to four chickens on residential property

Defines "personal agriculture" as cultivating edible plants or animals for personal use or donation, excluding commercial purposes and controlled substances

Allows HOAs to maintain reasonable restrictions for historical preservation, architectural significance, or religious/cultural importance, and permits regulation of communal areas

Does not authorize ownership of roosters or free-ranging chickens, and preserves state and local authority to regulate land use, health, and safety standards

Permits HOAs to require clearing of dead plant material, restrict synthetic chemical use, and impose rules on chicken coop size, type, location, and setback requirements
