Creates a 19-member West Virginia Justice Reinvestment Task Force to analyze the state's adult justice system and develop recommendations on bail/pretrial services, sentencing, supervision practices, correctional programming, behavioral health, reentry supports, and victim services

Task force membership includes the Governor, state agency directors, two legislators, two judges appointed by the Chief Justice, and nine public members appointed by the Governor representing victims, prosecutors, defense attorneys, law enforcement, sheriffs, formerly incarcerated individuals, counties, and treatment providers

Director of the Division of Administrative Services must coordinate with the Council of State Governments Justice Center to provide technical assistance aimed at increasing public safety and controlling corrections costs

Task force must submit an electronic progress report by July 1, 2025, and a final report with recommendations by January 15, 2026

Task force terminates one year after submitting its final report
