Creates a Certified Microgrid Development Program allowing electricity generation and distribution within designated districts of up to 2,250 acres, exempt from Public Service Commission jurisdiction, with no more than 10% of generated electricity deliverable to wholesale markets

Establishes certification process for "high impact data centers" (facilities with 50+ megawatt critical IT load placed in service after July 1, 2025), which receive exemptions from local zoning, permitting, building codes, and municipal regulations

Prohibits payment in lieu of taxes and tax increment financing arrangements for electricity generation/distribution property dedicated to microgrid districts or high impact data centers

Directs property tax revenue from high impact data centers' incremental value to state funds: 60% to Personal Income Tax Reduction Fund, 15% to Economic Development Closing and Promotion Fund, 15% to new Electronic Grid Stabilization and Security Fund, and 10% to general revenue

Requires coal-fired power plants to maintain minimum 45-day on-site coal supply (increased from 30-day contractual requirement) and mandates utilities maintain generating units capable of achieving 69% capacity factor to maximize in-state electricity production
