Creates the Whistleblower Protection Fund as an interest-bearing special revenue account within the State Treasury to support reporting of unethical practices at clinical inpatient medical treatment centers, office-based medication-assisted treatment programs, and opioid treatment programs

Fund sources include legislative appropriations, private donations, federal and state grants supporting public health initiatives, and any other funding sources

Office of the Inspector General will administer the fund and develop public awareness campaigns about whistleblowing, including advertisements, informational materials, social media outreach, and promotion programs

Whistleblower reports of unethical or illegal activities must be submitted to the Office of the Inspector General in the manner established by that office

Annual reports to the Joint Standing Committee on Health required beginning June 30, 2026, detailing campaign activities, number of whistleblower reports received, and outcomes of those reports
