Establishes a pilot program beginning October 1, 2026, requiring child protective service workers in two counties to use mobile devices (computers or tablets) to conduct child abuse and neglect investigations in real-time

Mobile devices must have customized operating systems for child welfare casework, create digital records of all investigation components, and automatically upload data securely to department servers daily

Requires the mobile devices be used on at least 70% of cases in pilot counties, with quality metrics extracted monthly for analysis and systemic improvement

Pilot program will run for five years from full implementation, with the Department of Human Services selecting which counties participate

Annual reports required to the Legislative Oversight Commission on Health and Human Resources Accountability beginning July 1, 2027, detailing program status and technology usage metrics
