Establishes a Troops-to-Teachers program under the State Superintendent to recruit and attract military veterans, including retirees, to become public school teachers

Allows honorably discharged veterans to obtain professional teaching certificates if they hold a bachelor's degree related to the teaching position, have prior military instructor certification, and pass required basic skills and subject matter tests

Exempts qualifying veterans from additional teacher certification requirements beyond criminal history background checks

Grants veterans hired through this program a hiring preference in accordance with existing state veterans' preference laws (§6-13-2)
