Prohibits all state government entities—including departments, agencies, public schools, state-funded universities, and healthcare facilities—from engaging in, promoting, or facilitating any discussions, training, curriculum, counseling, or policies related to sexual orientation or gender transitioning

Bans the use of state funds for any medical, psychological, or educational programs involving gender transitioning or sexual orientation discussions, including referrals, puberty blockers, hormone therapy, or surgical procedures

Bars public schools, universities, and state-funded institutions from allowing materials, books, instructional programs, or presentations that promote or discuss sexual orientation or gender identity

State employees who willfully violate the law face disciplinary action including termination, and violating entities face suspension of funding

Grants West Virginia residents a private right of action to sue state entities in circuit court for violations, and authorizes the Attorney General to investigate and prosecute violations
