Declares carbon dioxide a "foundational nutrient necessary for life" rather than a pollutant, prohibiting the state from designating or treating CO2 as a pollutant or contaminant

Prohibits West Virginia from pursuing any carbon dioxide reduction targets or measures, including "net-zero" goals

Requires the state to "encourage and fully support" use of coal, oil, and natural gas for electricity generation, motor fuels, and other purposes

Cites legislative findings that current CO2 levels of 420 parts per million are "near-historically low" and that restrictions on CO2 emissions "unnecessarily restrict" economic activity and human flourishing
