Prohibits individuals listed on West Virginia's sex offender database from entering school property, attending public school functions, or participating in school or athletic events without permission from the county superintendent

First violation constitutes a misdemeanor punishable by up to six months imprisonment; second or subsequent violations are felonies punishable by one to five years imprisonment

Requires parent-teacher conferences involving parents or guardians on the sex offender database to be conducted by telephone or virtual meeting rather than in person

Authorizes the State Board of Education to promulgate rules to implement these restrictions
