Creates the West Virginia National Guard TRICARE Premium Reimbursement Program within the military department to support medical readiness of National Guard soldiers and airmen

Defines eligible recipients as West Virginia residents who are National Guard members and qualify for TRICARE Reserve Select or TRICARE Dental Program coverage

Authorizes reimbursement grants for premiums paid by eligible members for individual coverage under TRICARE Reserve Select and/or TRICARE Dental programs

Limits family plan reimbursements to only the individual coverage premium amount, and terminates state reimbursement for any portion later covered by federal or other state programs

Requires the Adjutant General to establish application requirements and written policies; funding contingent on specific appropriation in the general appropriations act, with effective date of July 1, 2025
