Creates a market pay enhancement program for West Virginia State Police troopers beginning July 15, 2026, based on regional cost of living differences measured by median home prices

Calculates enhancement by comparing the regional median home price (county of employment plus contiguous counties, including border state counties) to the statewide median home price, then multiplying the resulting percentage by the average trooper base salary in that county

Requires the State Police to recalculate the market pay multiplier every five years starting January 1, 2026, using National Association of Realtors data, and certify enhancement amounts to the State Auditor by March 31

Distributes enhancements as an annual lump sum payment on July 15, subject to state personal income tax, and paid in addition to base salary and any county supplements

Prohibits grievances related to market pay disparities between job classifications and requires reporting to the Joint Committee on Government and Finance in calculation years
