Moves norfentanyl from Schedule I to Schedule II and adds oliceridine to the Schedule II opiates list

Adds perampanel and its salts/isomers to Schedule III depressants, renumbering subsequent items in that section

Expands Schedule IV to include alfaxalone, daridorexant, lorcaserin, and zuranolone as controlled substances

Adds ganaxolone to Schedule V depressants and corrects a spelling error changing "Declazepam" to "Diclazepam" in Schedule I
