Creates the Unmatched Medical Graduate Advisory Council to address the issue of medical school graduates who are unable to secure residency program placements

Council membership includes the Chancellor for Higher Education, presidents of the WV Boards of Medicine and Osteopathic Medicine, deans from Marshall University and WVU medical schools, and representatives from WV School of Osteopathic Medicine and Mountain State Osteopathic Postdoctoral Training Institute

Council must hold its first meeting within 30 days of the bill's effective date and meet at least quarterly thereafter

Advisory council must submit a report by December 31, 2025, examining options such as allowing unmatched graduates to intern with licensed physicians and addressing federal Medicare/Medicaid funding shortages for hospital residency programs

Higher Education Policy Commission must provide administrative support and finance council costs with existing funds
