Requires the West Virginia Board of Education to promulgate a legislative rule, in consultation with the West Virginia Board of Physical Therapy, governing concussion protocol, education, training, and prevention for schools

Applies to athletic practices and events where individuals or teams represent schools, youth sports league teams using school grounds, and activities regulated by the West Virginia Secondary School Activities Commission

Mandates that every elementary and secondary school under county board jurisdiction adopt a Concussion Education, Prevention, and Response Plan in accordance with the new rules

Allows the West Virginia Board of Physical Therapy to provide a draft rule for the Board of Education to consider

Permits the Board of Education or Board of Physical Therapy to recommend amendments or repeal of existing concussion management code (§18-2-25a) if they develop a better method for education, prevention, or response
