Continues the Robert C. Byrd Corridor H Highway Authority to promote economic development across seven West Virginia counties: Lewis, Upshur, Barbour, Randolph, Tucker, Grant, and Hardy

Establishes a 21-member voting board with each of the seven county commissions appointing three members, plus five ex officio non-voting members including the Commissioner of Highways, Director of Natural Resources, and Secretary of Economic Development

All members must be appointed before July 1, 2025, with staggered initial terms of one, two, and three years; subsequent terms are three years

Grants the authority broad powers including acquiring and disposing of property, entering public-private partnerships, accepting federal grants, contracting for services, and seeking interstate partnerships for infrastructure and economic development projects

Requires annual reports to the Joint Committee on Government and Finance by December 1, detailing projects, partnerships, and recommended legislation to facilitate economic development along the corridor
