General counsel contracted by executive branch agencies for 10 or more consecutive calendar years to perform legal services may purchase retroactive service credit in the Public Employees Retirement System (PERS) for time served in that capacity

The contracted counsel must pay the employee's share of contributions, while the employing agency pays the employer's share for the retroactive service credit purchase

No interest or penalty applies to retroactive service credit purchases when the individual was not eligible for membership during the years being purchased or would have been refused by the board

Maximum of one year of service credit may be credited for all service rendered in any calendar year

All retroactive service credit purchased under this provision must be paid in full within 24 months of termination of employment or contractual obligation with the agency
