Allows brewers, brewpubs, and resident brewers to create private label nonintoxicating beer or craft beer for Class A licensees (on-premise consumption license holders) exclusively for one-time commemorative events such as business anniversaries

Requires private labels to be registered and approved by the commissioner before the beer can be sold, and prohibits designs that encourage intemperance or appeal to persons under 21

Limits private label beer purchases to a maximum of 25 cases (24 bottles/cans each) annually, with the entire production purchased by a single Class A licensee

Mandates that existing beer brands with private labels be sold at regular posted prices with no discounts offered to the purchasing licensee

Establishes the private label provision as effective July 1, 2025, with a sunset date of July 1, 2026
