Electric utility rate or fee increases that are not in effect by November 20 in any year cannot take effect earlier than April 1 of the following year

Amends the Public Service Commission's general powers to prohibit the commission from enforcing, originating, establishing, or promulgating electric utility rate increases that would violate the November 20/April 1 timing restriction

Adds a new subsection to the rate change procedure statute explicitly stating this timing limitation for electric utility rate and fee increases

Protects consumers from electric utility rate increases taking effect during the winter heating months (late November through March)
