Creates a new temporary conservatorship or guardianship process for patients in voluntary mental health or substance use treatment who attempt to leave against medical advice when determined to be gravely disabled and at imminent risk of harm

Allows mental health facilities to file a petition with circuit court within 24 hours of a patient expressing intent to leave, and permits the facility to detain the patient for up to 72 hours while awaiting a court decision

Requires courts to issue temporary conservatorship or guardianship orders within 72 hours, lasting no more than 14 days, with preference given to appointing a family member as the temporary conservator or guardian

Mandates a full hearing within 10 days of the temporary order to determine whether to establish an extended conservatorship or guardianship under existing state law

Authorizes the Secretary of the Department of Human Services to promulgate rules for implementation and allows facilities to pursue involuntary commitment proceedings if longer-term hospitalization is needed beyond the conservatorship period
