Creates the Sustaining Opportunities for Academics in Rural Schools (SOAR) Act to establish rural in-person public charter schools in areas where students face commutes exceeding 45 minutes by bus to the nearest public school

Allows existing public charter schools in good standing to sponsor rural charter schools using an abbreviated application process, providing administrative support including legal compliance, payroll, insurance, and curriculum resources

Provides per-pupil funding under existing charter school law plus a supplemental $2,500 per enrolled student to sponsoring charter schools for administrative and operational support, subject to legislative appropriation

Permits county boards to designate official attendance areas for rural charter schools and either provide direct transportation or reimburse the school for transportation costs, including agreements with adjacent counties

Establishes a governance structure requiring an initial ad hoc committee to form the school, transitioning within 90 days of opening to a permanent 5-member governing board including at least two parents and one community resident
