State Auditor must establish and maintain a free, publicly accessible State Central Legal Advertising website by January 1, 2026, allowing any person or entity required by state law or court order to post legal advertisements at no charge

Class II legal advertisements (normally published once weekly for two successive weeks) and Class III advertisements (normally three successive weeks) may be reduced to one-week publication if also posted on the State Central Legal Advertising website

State Auditor must create electronic affidavit forms certifying that advertisements were published on the website for the required time period, which courts must accept as evidence of service by publication

State Auditor may submit annual reports to the Joint Committee on Government and Finance on website usage, financial impact, and recommendations for additional legislation

State Auditor must propose legislative rules to implement the electronic affidavit certification process
