Requires county assessors nominated to the Property Valuation Training and Procedures Commission to be in compliance with monitoring requirements approved by the Commission before they can be nominated by the West Virginia Assessors Association

Establishes preference for nominating assessors who hold designation, licensure, or certification through a licensing body or professional organization recognized by the Appraisal Foundation

Maintains the Commission's composition of 11 members: the State Tax Commissioner (chair), three county assessors, five citizens (including one certified appraiser), and two county commissioners

Continues existing requirements that no more than seven commission members may belong to the same political party and that only one member may serve from any single county (except the Tax Commissioner)
