Renames the West Virginia Advanced Energy and Economic Corridor Authority to the "King Coal Highway Economic Advisory Board" and shifts the legislative findings to attribute regional economic damage to federal environmental policies affecting coal-fired power generation

Reduces board membership from 13 to 11 members, with 5 original members representing county commissions of McDowell, Mercer, Mingo, Wayne, and Wyoming counties, plus 6 additional members appointed by majority vote

Requires appointed members to have at least 7 years of executive experience in specific industries: coal mining, oil and gas, electrical utilities, manufacturing (particularly coal-based materials), production agriculture through ruminant grazing, and one member with historical knowledge of the region

Removes several board powers including ability to acquire/dispose of property, maintain sinking funds, procure insurance, and accept federal grants directly; shifts focus to coordinating applications and directing grants to participating counties

Requires legal services and consultant expenses to be paid from a dedicated fund with contributions from participating county commissions rather than from general authority funds
