Prohibits public entities from entering into power purchase agreements (PPAs) unless the agreement contractually guarantees a total cost per kilowatt-hour lower than the public electrical utility's rate for each year of the agreement

Limits PPA duration for public entities to a maximum of five years, though agreements may be renewed at the conclusion of each contract term

Maintains the aggregate cap on all PPAs and net metering arrangements at three percent of a utility's aggregate customer peak demand from the previous year
